SIX out of eight former cabinet
ministers who were criticized by Members of Parliament and were
implicated in a report by the Controller and Auditor General (CAG) and
two deputy ministers have lost their positions in the new cabinet
announced in Dar es Salaam on Friday by President Jakaya Kikwete.
Two of the eight ministers, who also
faced stiff challenge in the previous parliamentary session (April) of
the National Assembly, have been shifted to new ministries.
These are the former Minister for Agriculture, Food Security and Cooperatives, Prof. Jumanne Maghembe, who has now shifted to the Ministry of Water and a former minister in the President's Office (Good Governance), Mr Mathias Chikawe.
Two deputy ministers have been left out of the list. These are Dr Lucy Nkya (Health and Social Welfare and Athumani Mfutakamba (Transport).Explaining what necessitated the reshuffle, President Kikwete clarified on the turn of events that included a heated debate in parliament as legislators demanded the resignation of all ministers with questionable financial records.
"The Prime Minister (Mr Mizengo Pinda) briefed me on all that transpired in the House and discussed each implicated minister on case-by-case basis. "The matter was again seriously discussed by members of the Central Committee (CC) of the ruling Chama Cha Mapinduzi (CCM) who endorsed the proposal to make a cabinet reshuffle," President Kikwete said.

However, the president made it clear
that some of the ministers have taken political responsibility for
mistakes made by their subordinates."It is not enough for a minister to
take responsibility alone but the new approach is that even those who
caused the mishap will be taken to task as well," Kikwete clarified.
Implicated executive officers of, for example, a parastatal organization or board members, he added, will have to take responsibility together with the concerned minister, otherwise ill-intentioned people might 'cook up' false accusations just to make things difficult for a minister, he said.
Recently President Kikwete was reported saying he was impressed by the stormy debate in the just-ended National Assembly session in Dodoma that demanded greater accountability on the conduct of government business following a hot debate over the CAG's report.The report had the aim of bringing to account all government leaders implicated with abuse of office, embezzlement and dubious transactions.
"I was not annoyed by the stormy debates in the recent session as some people might have portrayed," Mr Kikwete said in his address to the Nation at the climax of celebrations to mark the International Workers' Day, or May Day, from the Mkwakwani Stadium in Tanga recently.
He noted the enthusiasm with which the House discussed the CAG's report. He thanked the MPs for the spirited debate.
Announcing the new cabinet, President Kikwete said the Minister of State, President's Office, Social Relations and Co-ordination, Stephen Wassira, retains his position.
