SIX MINISTERS OUT FROM NEW CABINET OF MINISTERS!!!!

SIX out of eight former cabinet ministers who were criticized by Members of Parliament and were implicated in a report by the Controller and Auditor General (CAG) and two deputy ministers have lost their positions in the new cabinet announced in Dar es Salaam on Friday by President Jakaya Kikwete.
Two of the eight ministers, who also faced stiff challenge in the previous parliamentary session (April) of the National Assembly, have been shifted to new ministries.

These are the former Minister for Agriculture, Food Security and Cooperatives, Prof. Jumanne Maghembe, who has now shifted to the Ministry of Water and a former minister in the President's Office (Good Governance), Mr Mathias Chikawe.

Two deputy ministers have been left out of the list. These are Dr Lucy Nkya (Health and Social Welfare and Athumani Mfutakamba (Transport).Explaining what necessitated the reshuffle, President Kikwete clarified on the turn of events that included a heated debate in parliament as legislators demanded the resignation of all ministers with questionable financial records.

"The Prime Minister (Mr Mizengo Pinda) briefed me on all that transpired in the House and discussed each implicated minister on case-by-case basis. "The matter was again seriously discussed by members of the Central Committee (CC) of the ruling Chama Cha Mapinduzi (CCM) who endorsed the proposal to make a cabinet reshuffle," President Kikwete said.

However, the president made it clear that some of the ministers have taken political responsibility for mistakes made by their subordinates."It is not enough for a minister to take responsibility alone but the new approach is that even those who caused the mishap will be taken to task as well," Kikwete clarified.

Implicated executive officers of, for example, a parastatal organization or board members, he added, will have to take responsibility together with the concerned minister, otherwise ill-intentioned people might 'cook up' false accusations just to make things difficult for a minister, he said.

Recently President Kikwete was reported saying he was impressed by the stormy debate in the just-ended National Assembly session in Dodoma that demanded greater accountability on the conduct of government business following a hot debate over the CAG's report.The report had the aim of bringing to account all government leaders implicated with abuse of office, embezzlement and dubious transactions.

"I was not annoyed by the stormy debates in the recent session as some people might have portrayed," Mr Kikwete said in his address to the Nation at the climax of celebrations to  mark the International Workers' Day, or May Day, from  the Mkwakwani Stadium in Tanga recently.

He noted the enthusiasm with which the House discussed the CAG's report. He thanked the MPs for the spirited debate.
Announcing the new cabinet, President Kikwete said the Minister of State, President's Office, Social Relations and Co-ordination, Stephen Wassira, retains his position.

Those who lost their ministerial placements (in brackets) include Mr Mustafa Mkulo (Finance); Mr William Ngeleja (Energy and Minerals); Mr Ezekiel Maige (Natural Resources and Tourism); Dr Cyril Chami (Industries, Trade and Marketing); Omar Nundu (Transport) and Hadji Mponda (Health and Social Welfare).

The full cabinet list is as follows: Stephen M. Wasira retains his position as Social Relations and Co-ordination; George Mkuchika (Good Governance); Celina Kombani (Civil Service Management) and Samia H. Suluhu (Union Affairs).Others are Dr Terezya Huvisa, Vice-President's Office - Environment);  Dr Mary M. Nagu (Investment and Empowerment; Hawa Ghasia (Regional Administration and Local Government); William V. Lukuvi (Policy, Coordination and Parliamentary Affairs; Samuel J. Sitta (East African Cooperation); Shamsi Vuai Nahodha (Defence and National Service); Dr John P. Magufuli (Works) and Dr Hussein A.H. Mwinyi (Health and Social Welfare).

Dr Shukuru J. Kawambwa retains his position (Education and Vocational Training); Sophia M. Simba - the same post (Community Development, Gender and Children); Bernard K. Membe remains at the Foreign Affairs and International Cooperation; Mathias M. Chikawe (Legal and Constitution); Dr Emmanuel Nchimbi (Home Affairs); Dr David M. David, remains minister for Livestock Development and Fisheries.

Others are Ms Gaudensia M. Kabaka (Labour and Employment); Prof Makame M. Mbarawa (Communication, Science and Technology); Prof Anna K. Tibaijuka, the same office (Lands, Housing and Human Settlements); Prof Jumanne Maghembe (Water) and Prof Mark Mwandosya (Minister Without Portfolio).

Others are Eng Christopher Chiza (Agriculture, Food Security and Cooperatives); Dr. Harrison Mwakyembe (Transport); Dr Fenella E. Mukangara (Information, Youth, Culture and Sports); Ambassador Khamis Kagasheki (Natural resources and Tourism); Dr Abdallah O. Kigoda (Industries and Trade); Dr William Mgimwa (Finance) and Prof Sospeter Muhongo (Energy and Minerals).

Deputy ministers are Charles Kitwanga (Vice- President's Office); Majaliwa K. Majaliwa (Prime Minister's Office (Regional Administration and Local Government); Aggrey Mwanri (PM's Office - Regional Administration and Local Government); Dr Makongoro M. Mahanga retains his position as deputy minister for Labour and Employment; Adam Malima (Agriculture, Food Security and Cooperatives); Pereira A. Silima (Home Affairs); Gregory G. Teu (Industries and Trade); Benedict N. Ole-Nangoro, (Livestock Development and Fisheries) and Mahadhi J. Maalim (Foreign Affairs and International Cooperation).

Others are  Goodluck J. Ole-Medeye (Lands, Housing and Human Settlements); Ummy A. Mwalimu (Community Development, Gender and Children); Philipo A. Mulugo (Education and Vocational Training); Dr Abdulla Juma Abdulla (East African Cooperation); Lazaro Nyalandu (Natural Resources and Tourism); Gerson Lwenge (Works), Dr Seif Suleiman Rashid (Health and Social Welfare).

Others are George Simbachawene (Energy and Minerals), January Makamba (Communication, Science and Technology), Charles J. Tizeba (Transport); Amos Makala (Information, Youth, Culture and Sports); Eng.
